I absolutely do think it needs a refresh, if it doesn't have one, when the a16 comes out, it will have a 3 year old cpu, and the much older design that looks older, and just isn't as good, especially for gaming/content watching, it's not appealing at $400, also with the worse camera, unless it has the a15.
I want an XR-based SE, but I worry that apple will avoid doing that for a very long time, maybe when some new thing like bezel-less design, with no notch or something, in like 2025, if that happens. The body is the typical iPhone glass sandwich; grippy enough in your hand, but slippery on a table, so you'll want to put it in a case.
